A Practical Walkthrough For Suppliers
How To Read & Respond To Tenders In Nepal
The Process Is Standardised. Understand It And You Respond Better.
Nepal Tender And Bid Process - Step By Step
Public procurement in Nepal runs through the electronic Government Procurement system (e-GP / bolpatra.gov.np) under the Public Procurement Act, 2063 and PPMO's standard bidding documents. Donor-funded and international tenders use largely the same logic, adapted to the funder's own standard bidding documents.
The sequence below applies across most Nepal procurement - for goods, works, consultancy and services. Your job as a supplier is to read the bid documents carefully, respond to every material requirement, prove what the bid asks you to prove, and submit before the deadline without errors.
Key Public Procurement Statistics (Bolpatra / e-GP Public Portal)
The following figures were sourced from publicly accessible statistics displayed on the bolpatra.gov.np portal and are shared here to give suppliers a sense of the active Nepali procurement market. Figures are approximate at the time of writing and may update.

Tender Process - Stage By Stage
Stage 1 - Notice & Sourcing
- The public entity or buyer publishes a notice (IFB, RFQ, RFP or EOI) on the procurement portal or in the newspaper.
- Download the tender notice and note the reference number, deadline and procedure.
- Obtain the full SBD (Standard Bidding Documents) and supporting attachments from the portal or issuing office.
- If required, purchase the document through the portal and pay the fee at a Class A commercial bank.
- Check for any published addenda before you start drafting your response.
Stage 2 - Document Reading
- Read the Instructions to Bidders / Bidding Procedures first: they set the eligibility rules, deadline and submission method.
- Look for the Evaluation Criteria: will you be evaluated on Lowest Responsive Bid, QCBS, QBS, LCBS or another method?
- Note all required documents: BOQ, company registration, VAT/PAN, tax clearance, performance statements, bid security, MAL, technical data sheets, inspection certificates, warranty terms, DLP commitment.
- Check specifications carefully: standards required, approved manufacturers, quantities, units, delivery site and lead time.
- If anything is unclear, use the clarification mechanism described in the documents before the deadline.
Stage 3 - Response Preparation
- Complete the BOQ exactly as requested. Pricing errors, unit mismatches or missing lines can make a bid non-responsive.
- Prepare the technical response: data sheets, catalogue cuts, manufacturer authorization letter (MAL), warranty and DLP terms, delivery schedule.
- Prepare the commercial and legal response: company registration, VAT/PAN, tax clearance, bid validity, bid security and joint venture documents if applicable.
- Assemble in the order required. Many tenders require sealed separation between technical and financial sections.
- Check formatting, page numbering and any required forms before submission.
Stage 4 - Submission
- Submit via the e-GP portal before the exact deadline stated in the notice.
- Late submissions are not accepted under PPMO rules; portal lock-out is strict.
- Upload documents as required and confirm submission status on the portal.
- Retain copies of everything you submitted and all payment receipts.
Stage 5 - Evaluation & Award
- The evaluation committee checks responsiveness, then applies the published evaluation method.
- You may be asked for clarification, but you cannot change pricing materially after submission.
- After award recommendation, the winning bidder executes the contract and provides performance security.
- Delivery, inspection and acceptance follow the contract terms, ToR or SOW.
